HKSAR - Establishment of Immigration Department Tuen Mun Regional Office

The Immigration Department (ImmD) today (February 24) announced that the newly established ImmD Tuen Mun Regional Office at the Tuen Mun Siu Lun Government Complex located at 19 Siu Lun Street will commence operation from March 1. 

The Tuen Mun District Births Registry and Tuen Mun Marriage Registry at 1/F, Tuen Mun Government Office, will be closed on the same day.

Thailand further relaxes COVID-19 control measures from 22 February 2021

The Tourism Authority of Thailand would like to provide the latest update regarding the Royal Thai Government’s announcement on further relaxing the COVID-19 control restrictions in more provinces.

Effective from 22 February, 2021, the government has adjusted the classification of formerly five areas to currently four areas in line with the improvement in the COVID-19 situation in the country.

Singapore - Reduction of S Pass Sub Dependency Ratio Ceiling For the Manufacturing Sector

To sustain the impetus for restructuring and improve manpower resilience in the Manufacturing Sector, MOM will be reducing the Manufacturing S Pass sub-Dependency Ratio Ceiling (DRC). 

This will take place over two steps in 2022 and 2023. This is in-line with the reductions in S Pass sub-DRC already underway for the Services, Construction, Marine Shipyard and Process sectors.

India - Standard Operating Procedure Guidelines For International Arrivals wef 22 February 2021

In the context of COVID-19, Government of India is following point of entry procedures for identifying International travellers, particularly at-risk travellers to India through multi-pronged strategy of thermal screening and testing. 

There is increasing evidence that the mutant variant of SARS-CoV-2 are in circulation in many countries and these mutant variants are driving the pandemic in their country of origin. So far, the three SARSCoV-2 variants in circulation viz-a-viz (i) UK Variant [VOC 202012/01 (B.1.1.7)] (ii) South Africa variant [501Y.V2 (B.1.351)] and (iii) Brazil variant [P.1 (P.1)] - have been detected in 86, 44 and 15 countries respectively. 

All three variants have demonstrated increased transmissibility, as reported by World Health Organization. 

Scope Ministry Health of Family & Welfare in consultation with Ministry of Civil Aviation has reviewed the situation with regard to point of entry actions required to minimize the risk of importation of mutant strains of SARS-CoV-2. 

This document addresses all the actions that need to be taken in two parts: • Part (A) Standard Operating Procedures for all international travellers coming to India • Part (B) Additional procedures for those coming from United Kingdom, Europe and Middle East. 

The entry Airports for flight services would be decided by Ministry of Civil Aviation based on the Bilateral/ Vande Bharat Mission (VBM) flights. This Standard Operating Procedure shall be valid w.e.f. 22 nd February 2021 (23.59 Hrs IST) till further orders. 

Based on the risk assessment, this document shall be reviewed from time to time.

UK - Anyone who has visited a country on the UK’s travel ban list in the last 10 days will have to quarantine in hotels from 15 February 2021

From Monday 15 February, if you have been in a high risk destination on the UK’s ‘red list’ – comprised of 33 hotspots with COVID variants in circulation – you will have to enter England through a designated port and have pre-booked a quarantine package to stay at one of the government’s managed quarantine facilities.

Thailand - Guidelines for Issuing Non-immigrant Visa Category “M” (Media Visa) and Official Visa Category “F”

In light of the changing global media landscape, the Ministry of Foreign Affairs of Thailand has revised guidelines for issuing non-immigrant visa category “M” (media visa) for foreign journalists and correspondents and official visa category “F” for official media working in Thailand for a minimum of 90 days. 

The term ‘media entity’ hereinafter shall include both traditional and credible/ reliable online media agencies duly registered with the competent authority in Thailand or abroad with large number of viewers and followers.

Singapore - Updates on Border Measures For Travellers From Vietnam, New South Wales (Australia) And Business Travel Pass Scheme

The Multi-Ministry Taskforce has been closely monitoring the global COVID-19 situation. We will tighten our border measures for travellers from Vietnam, given the increase in the number of COVID-19 cases in Vietnam. 

At the same time, with the improvement in the COVID-19 situation in New South Wales (NSW), Australia, we will adjust our border measures for travellers from NSW, Australia. 

In addition, to minimise the risk of potential incubating cases leaking into the community for travellers, we will tighten border measures for the Business Travel Pass scheme.

We had earlier announced that travellers from Vietnam will be allowed to go about their activities in Singapore, without a need to serve Stay-Home Notice (SHN), if their on-arrival COVID-19 Polymerase Chain Reaction (PCR) test results are negative.

UK - Government to introduce tougher measures and enforcement rules for quarantined passengers

Tough new enforcement measures – from fixed penalty notices to imprisonment – will come into force on Monday 15 February.

• Heavy financial penalties and potential jail time for non-compliance
• All passengers travelling to England to take mandated COVID-19 tests on day 2 and day 8 of quarantine
• Those who have been to a ‘red list’ country required to purchase ‘quarantine package’ covering hotel and testing
• 16 hotels contracted so far for an initial 4,600 rooms

Tough new enforcement measures – from fixed penalty notices to imprisonment – have been introduced, as the Health and Social Care Secretary set out details of the government’s new quarantine measures.

Under the changes announced, from 15 February all arrivals at English ports will be required to undertake 2 mandatory COVID-19 tests – on day 2 and day 8 of their 10-day quarantine.

The UK-Singapore Free Trade Agreement Enters Into Force

The UK-Singapore Free Trade Agreement (UKSFTA) will enter into force on 11 February 2021.  

Following the signing of the UKSFTA on 10 December 2020 by Minister for Trade and Industry Chan Chun Sing and UK Secretary of State for International Trade Elizabeth Truss, the UKSFTA took effect via provisional application on 1 January 2021. 

The UK and Singapore have since worked expeditiously on the completion of the applicable legal requirements and procedures for the agreement’s entry into force.

New Zealand - New COVID-19 Payment Supports Businesses

From 9 February employers can receive a $350 payment if their employees cannot work from home while awaiting a COVID-19 test result.

The Short-Term Absence Payment (STAP), is part of the Government’s Business Support Package and reinforces an ongoing commitment to helping businesses and their employees navigate the COVID-19 pandemic. It will apply to COVID-19 tests taking place from 9 February 2021.
