Singapore - Launch of the Manpower for Strategic Economic Priorities (M-SEP) scheme to support firms’ expansion plans

Hong Kong - Government adjusts nucleic acid testing arrangements for inbound travellers to 2 tests from November 21

The Government announced November 17 that the nucleic acid testing arrangements for persons arriving at Hong Kong from overseas places or Taiwan will be adjusted starting from November 21.  

Relevant persons will only be required to undergo nucleic acid tests on the day of arrival at Hong Kong (i.e. “test-and-go” at the airport) and on Day 2 after arrival at Hong Kong, as well as daily rapid antigen tests (RATs) after arrival until Day 7 after arrival at Hong Kong. 

The existing compulsory nucleic acid testing requirement on Day 4 and Day 6 after arrival at Hong Kong will be lifted.

Ireland - Suspension of re-entry visa requirements for children under the age of 16 years

The re-entry visa requirements for children under the age of 16 years will remain suspended until further notice.
Children under 16 who are currently residing in the State and who wish to re-enter the State,  must be accompanied by their parent or legal guardian who holds an in date permission to reside in the State. 
The adult accompanying the child must also provide appropriate documentation to prove they are the legal parent or guardian of the child in question.

Taiwan to launch digital custom declaration service

Taiwan will soon launch a digital service which will allow people entering or exiting Taiwan to declare assets such as gold and currency online, the Ministry of Finance (MOF) said on Friday.
Under the Anti-Money Laundering Regulations for Cross-border Declaration and Reporting, people entering or exiting Taiwan with more than NT$100,000 in Taiwan dollars, more than US$10,000 in foreign currency, and gold worth more than US$20,000 must declare such valuables with Taiwan customs.

Vietnam - Laborers will have maximum three days off to celebrate the 2023 New Year, according to the Ministry of Labor, Invalids and Social Affairs (MOLISA)

As the 2023 New Year's Day falls on Sunday, people will be given another day off the next Monday (or January 2, 2023).
This means laborers who work 40-hour per week or 5 days a week will have a three-day holiday for the 2023 New Year, lasting from December 31, 2022 to January 2, 2023.
The others who works 48 hours per week or 6 days a week will have two days off for the upcoming 2023 New Year, from January 1-2, 2023.

Singapore - Monetary Authority of Singapore (MAS) proposes measures to reduce risks to consumers from cryptocurrency trading and enhance standards of stablecoin-related activities

The Monetary Authority of Singapore (MAS) on 26 October published two consultation papers proposing regulatory measures to reduce the risk of consumer harm from cryptocurrency trading and to support the development of stablecoins as a credible medium of exchange in the digital asset ecosystem. 

These measures will be part of the Payment Services Act.

UAE - Visa-free travel between UAE, Japan starting 1st November

The Ministry of Foreign Affairs and International Cooperation announced that UAE citizens who hold ordinary passports can travel to Japan without the need to obtain a prior visa.
Holders of UAE passports can stay in Japan for up to 30 days each visit for the purpose of tourism or work, starting from 1st November, 2022, without the need to submit an application at the Embassy of Japan in Abu Dhabi, apply for an exemption, or pay any fees.

USA - Department of Homeland Security (DHS) To Supplement H-2B Cap with Nearly 65,000 Additional Visas for Fiscal Year 2023

The Department of Homeland Security (DHS), in consultation with the Department of Labor (DOL), announced that it will be issuing a regulation that will make available to employers an additional 64,716 H-2B temporary nonagricultural worker visas for fiscal year (FY) 2023, on top of the 66,000 H-2B visas that are normally available each fiscal year. 

By making these supplemental visas available at the outset of the fiscal year, which began on October 1, 2022, DHS is acting swiftly to address employers’ needs for additional seasonal workers. 

At the same time, DHS and DOL are working together to institute robust protections for U.S. and foreign workers alike, including by ensuring that employers first seek out and recruit American workers for the jobs to be filled, as the visa program requires, and that foreign workers hired are not exploited by unscrupulous employers.

Singapore - Commencement of New Requirements under the Corporate Registers (Miscellenaeous Amendments) Act

The Accounting and Corporate Regulatory Authority (ACRA) implemented new requirements to strengthen Singapore’s corporate governance regime, and reaffirm Singapore’s commitment to combatting money laundering, terrorism financing and other threats to the integrity of the international financial system. 

The following requirements will take effect from today, following the passing of the Corporate Registers (Miscellaneous Amendments) Act by Parliament on 10 January 2022.

Scotland - Rural visa pilot proposed

A proposal endorsed by Parliament for a bespoke rural visa pilot scheme for Scotland has been published.

Canada - New amendments to the Immigration and Refugee Protection Regulations (temporary foreign workers)

The new amendments to the Immigration and Refugee Protection Regulations:
  • protect temporary foreign workers;
  • ensure the integrity of the Temporary Foreign Worker Program (TFWP) and the International Mobility Program (IMP); and
  • address some technical issues.

Japan - Border measures in Japan will be eased from 11 October 2022

From 11 October 2022, border measures in Japan will be eased as follows.

(1) Review of the restriction on new entries of foreigners
Foreigners will no longer be required applications through Entrants, Returnees Follow-up System (ERFS) by your sponsors in Japan. At the same time, limiting the entries of foreigner to package tours will be lifted.

(2) Visa waiver  measures
Visa waiver measures will be re-introduced.

(3) Review of vaccination and testing
Except for entrants and returnees with symptoms of COVID-19, no testing will be carried out at the time of entry. However, all entrants and returnees will be required to submit vaccination certificate (primary series and booster dose of vaccination listed in EUL of WHO) or negative result certificate on the pre-departure test.

(4) Limitation of total number of foreigners entering Japan
Limitation of total number of foreigners entering Japan, which is currently 50,000, will be lifted.

(5) Reopening airports and seaports to international flights and ships
Airports and seaports which currently do not accept international flights and ships will be gradually reopened to international flights and ships in accordance with future schedules as soon as the acceptances are ready.

HKSAR - Government announces lifting of compulsory quarantine requirement on arrival at Hong Kong

The Government announced on September 23 the lifting of compulsory quarantine requirement for inbound persons from overseas places or Taiwan starting from September 26, after analysing scientific data and striking a balance among factors such as transmission risks. 

The arrangement for inbound persons from the Mainland or Macao will be rationalised at the same time. 

The Government's goal is to minimise the inconvenience faced by inbound travellers due to quarantine requirements and allow room for Hong Kong to connect with the world as far as possible, while being able to contain the epidemic development.

Taiwan - The Central Epidemic Command Center (CECC) announced weekly cap will be increased from the current 50,000 to 60,000O and on-arrival saliva PCR testing for arrivals when they arrive at airport/port (D0) will be ended

On September 22, the Central Epidemic Command Center (CECC) announced that the measures listed below are scheduled to be relaxed, effective 00:00 on September 29 (incoming flight's scheduled arrival time), after the pandemic situation will be observed for a week.

I. Weekly cap on arriving travelers: in principle, the weekly cap will be increased from the current 50,000 to 60,000.

II. Testing measures:
A. On-arrival saliva PCR testing for arrivals when they arrive at airport/port (D0) will be ended. Instead, four rapid test kits will be given to arrivals aged 2 and older by workers at international airports/ports upon arrival. Arrivals can use the test kits during the first three days and the self-initiated epidemic prevention period.

B. Travelers who have experienced any suspected COVID-19 symptoms in the 14 days before arrival should voluntarily report their symptoms on the Quarantine System for Entry. Such travelers should receive a health assessment by a quarantine officer upon arrival and cooperate in undergoing a test at the airport/port or the hospital.


Japan - Japanese Prime Minister Kishida Fumio has said Japan will further ease border controls

Kishida said Japan will end the limit on the number of people entering Japan. It will also lift the ban on individual travel and allow visa-free visits from October 11.

HKSAR - Temp vaccine pass rules adjusted

The Hong Kong Special Administrative Region Government September 16 announced that it will revise the provisional vaccine pass arrangement applicable to all inbound travellers from September 17, requiring them to have received at least two doses of a COVID-19 vaccine.

It said the revision was made after considering that COVID-19 vaccines have been widely administered in places outside Hong Kong and the local vaccine pass requirements will be further strengthened.

European Parliament - Parliament adopts new rules on adequate minimum wages for all workers in the EU

The minimum wage should ensure a decent standard of living
  • EU rules to respect national wage-setting practices

  • Collective bargaining to be strengthened in countries where it covers fewer than 80% of workers

  • Right to redress for workers, their representatives and trade union members if rules are violated

Minimum wages in all EU countries should allow for decent living and working standards, and member states should promote collective bargaining for pay.
