On 30 September 2020, Singapore announced the lifting of border restrictions to allow entry of visitors travelling from Australia (excluding Victoria State) and Vietnam.

Thailand - The Center for COVID-19 Situation Administration (CCSA) agrees in principle to allow certain groups of people to enter Kingdom

The Center for COVID-19 Situation Administration (CCSA) has approved several measures related to COVID-19 prevention measures.

According to Deputy Spokesperson for the Ministry of Foreign Affairs, Natapanu Nopakun, the center agreed, in principle, the motion to allow six groups of international visitors to come to Thailand.

UK - New legal duty to self-isolate comes into force 28 September

  • Support is now available for people on low incomes who are unable to work while self-isolating through the £500 Test and Trace Support Payment
  • Fines for those breaking the rules now in place starting at £1,000 and increasing up to £10,000 for repeat offenders

From today (Monday 28 September) people across England will be required by law to self-isolate if they test positive or are contacted by NHS Test and Trace.

Those on lower incomes who cannot work from home and have lost income as a result will also be eligible for a new £500 Test and Trace Support Payment.

Singapore and Japan launch residence track for business travellers who are work pass holders

The Ministry of Foreign Affairs is pleased to announce the launch of a Residence Track between Singapore and Japan.
 
Singapore and Japan have been in discussions since July 2020 on the Residence Track.  This is in addition to the Business Track (or Reciprocal Green Lane), which was launched on 18 September 2020, that facilitates short-term essential business and official travel between Singapore and Japan.  

The Residence Track will provide for the movement of business executives and business professionals who are work pass holders, with the necessary public health safeguards in place.

China - Banking, insurance, brokerage sectors to attract more international investors

Financial regulators recently approved several offshore financial institutions to set up new business entities in China as the country continues to open up its financial sector to foreign investors.

The China Securities Regulatory Commission gave Singapore-based DBS Group the green light on Aug 27 to set up DBS Securities (China) Ltd, a joint-venture securities company in which DBS Group will have a controlling stake. 

With the aim of providing onshore products and services for domestic and foreign clients, DBS Securities will engage in activities including brokerage services, securities investment consulting, securities underwriting and sponsorship, as well as proprietary trading.

Hong Kong - Measures for UK travellers set

The Government will gazette the latest specifications on 24 September to impose conditions on travellers who visited the United Kingdom within 14 days before arriving in Hong Kong to reduce the number of imported COVID-19 cases.
 
The specifications under the Prevention & Control of Disease (Regulation of Cross-boundary Conveyances & Travellers) Regulation (Cap 599H) were made in view of the developments of the epidemic situation worldwide and in Hong Kong.

Measures put in place to protect businesses from insolvency will be extended to continue giving them much-needed breathing space during the coronavirus (COVID-19) pandemic, the government announced 24 September.

UK - Trade barriers removed to boost business

In the financial year 2019/2020, the Department for International Trade (DIT) has removed 175 trade barriers to trade across 61 countries worldwide, opening new global markets for British exporters.

British businesses can now export more freely and openly and invest in global markets.

Barriers include unnecessary, legal, regulatory, or administrative requirements. This includes labelling restrictions, out-of-date regulations, and licensing requirements.

Scotland - New measures to drive down infection rate

Further measures to protect the population from the spread of coronavirus (COVID-19) have been announced by the First Minister today (Tuesday) as Scotland faces an upsurge in cases.

The new restrictions focus on no household visits and a 10pm closing time for all hospitality settings.

Singapore - Piloting a new business travel pass for senior executives in Singapore with regional or international responsibilities who need to travel regularly for official and business purposes

FACILITATING ESSENTIAL TRAVEL THROUGH BUSINESS TRAVEL PASS PILOT
  • In June 2020, the Multi-Ministry Taskforce stated that studies were ongoing on how to facilitate business travel in a safe and calibrated manner. We are piloting a new business travel pass for senior executives in Singapore with regional or international responsibilities who need to travel regularly for official and business purposes. 
  • Travellers on this pass will be required to abide by a strict controlled itinerary when they travel overseas for work. Upon return, the traveller will be given the option of doing a COVID-19 test in lieu of Stay-Home Notice (SHN) and self-isolate until the COVID-19 test results are out. 
  • To ensure that we can carefully monitor the public health outcomes of this pilot, the number of passes will be strictly limited in the initial phase. If the pilot is successful, and public health measures are fully abided by, we will consider expanding the scheme in a safe and calibrated manner.

Thailand - Procedures for Non Thai Nationals Wishing To Apply For Certificate of Entry (COE) To Enter Thailand In October 2020

New Zealand - Seasonal work visa available to more people

The Government is putting in place a range of immigration policy changes to help fill labour shortages in key industries while ensuring New Zealanders, who have lost jobs due to COVID-19, have the chance to find new employment.

“Two key sectors we are moving to help are horticulture and wine growing. These sectors are among a range of industries performing critical roles in supporting New Zealand’s COVID economic recovery and generating vital export earnings. 

So, it’s important we support them to keep going, while ensuring that, where there are job opportunities, New Zealanders are given a fair chance at filling them,” Minister of Immigration Kris Faafoi said.

Vietnam - The Ministry of Health has released guidelines for temporary medical surveillance of incoming travellers entering Vietnam for more than 14 days

The arrivals include diplomatic and official passport holders, investors, high-tech workers, business managers, international students, and family members of Vietnamese citizens.  

Prior to their entry, inbound travellers shall have to register if they wish to stay at hotels or other accommodations selected by provincial/municipal People’s Committees.

Inbound travellers shall be required to have certificate of a negative COVID-19 RT-PCR test issued within three to five days prior to their entry.

Australia - International Arrival Caps Increased To Allow More Australians To Return Home

The National Cabinet met on 18 September to discuss Australia’s COVID-19 response, recent progress following the Victorian outbreak, easing restrictions (including international border measures), helping Australians prepare to go back to work in a COVID-safe environment and getting the economy moving again.

National Cabinet continues to work together to address issues and find solutions to the health and economic consequences of COVID-19. 

Australia has done well on both the health and economic fronts compared to most countries around the world.

New Zealand - More border exceptions for critical roles

The Government has established class exceptions for border entry for a limited number of veterinarians, deep sea fishing crew, as well as agricultural and horticultural machinery operators.

“Tight border restrictions remain the backbone of the Government’s border strategy to protect New Zealand against COVID-19 and ensure New Zealand citizens and residents can return home,” Immigration Minister Kris Faafoi said.

UK - New package to support and enforce self-isolation

People will be required by law to self-isolate from 28 September, supported by payment of £500 for those on lower incomes who cannot work from home and have lost income as a result. 

New fines for those breaching self-isolation rules will start at £1,000 – bringing this in line with the penalty for breaking quarantine after international travel - but could increase to up to £10,000 for repeat offences and for the most egregious breaches, including for those preventing others from self-isolating.

  • Further restrictions introduced across parts of north west, midlands and West Yorkshire to curb rising infection rates, agreed in collaboration with local leaders
  • Lancashire, Merseyside, Warrington and Halton escalated to areas of intervention, with new restrictions in Wolverhampton, Oadby and Wigston, and parts of Bradford, Kirklees and Calderdale
  • Regulations and guidance to come into force from Tuesday

Thailand - Cabinet approves long-stay visitor proposal starting next month

The Cabinet has approved a Special Tourist Visa proposal to to allow long-stay visitors to enter the country, subject to quarantine and other requirements, allowing eligible visitors to stay in the country for a maximum of 270 days.

From 4am Saturday 19 September 2020, people arriving in England from Thailand and Singapore will not need to self-isolate for 2 weeks.

HKSAR - Government continues to relax social distancing measures under Prevention and Control of Disease Ordinance in a gradual and orderly manner

The Government will gazette directions and specifications under the Prevention and Control of Disease (Requirements and Directions) (Business and Premises) Regulation (Cap. 599F), the Prevention and Control of Disease (Prohibition on Group Gathering) Regulation (Cap. 599G) and the Prevention and Control of Disease (Wearing of Mask) Regulation (Cap. 599I) on September 16 to continue to relax social distancing measures in a gradual and orderly manner. 

The relevant measures will take effect at 0.00am on September 18 for a period of seven days till September 24.

During the 2020 China International Fair for Trade in Services, the instant departure tax refund service provided by the Wangfujing Department Store shopping experience area in Hall E5 won praise from fair attendees.

South Korea - Eased social distancing means restaurants can open past 9 p.m.

The social distancing status of Level 2.5, which had been in effect for the past two weeks, was eased on Sept. 14 at midnight to Level 2, meaning restaurants, coffee shop chains and private education institutes with under 300 students are allowed to resume regular operations.

New Zealand - Extensions for NZ resident visa holders overseas

Resident visa holders currently outside New Zealand whose travel conditions are about to expire will get an extension or new visa.

The Minister of Immigration recognises New Zealand's current border restrictions have significantly impacted offshore visa holders, especially those unable to travel here to start their new resident visa or those with a resident visa recently expired or expiring soon.

Washington - IRS adds six more forms to list that can be signed digitally; 16 now available

On August 28, the IRS announced that it would temporarily allow the use of digital signatures on certain formsthat cannot be filed electronically. September 10, the agency added several more forms (PDF) to that list.

The IRS made this decision to help protect the health of taxpayers and tax professionals during the COVID-19 pandemic. 

The change will help to reduce in-person contact and lessen the risk to taxpayers and tax professionals, allowing both groups to work remotely to timely file forms.

Washington - IRS highlights higher penalties for some tax returns filed after Sept. 14

The Internal Revenue Service today urged individuals who owe taxes but have not yet filed for 2019 to act now to avoid larger penalties that, by law, start after September 14.

The tax deadline was July 15 this year. Taxpayers who submitted an extension have until October 15 to file and do not face the failure to file penalty if they file their taxes by that deadline. 

But taxpayers need to remember that an extension to file is not an extension to pay. Any taxes they owed after the July 15 deadline are subject to the failure to pay penalty and interest.

Effective from 7 September 2020, the Government of Malaysia is imposing entry restrictions into Malaysia on foreign travelers who are travelling from countries that have recorded over 150,000 COVID-19 cases, as listed below:

The maximum number of people allowed to be seated together at one table at catering business premises will be increased from two to four, while other requirements and restrictions will remain in effect.

Malaysia - Temporary travel restriction on nationals of the Islamic Republic of Iran, into Malaysia effective 7 September 2020

The Embassy of Malaysia would like to inform that due to serious concern over the recent increase in the number of confirmed imported COVID- 19 cases detected at the international points of entry to Malaysia among travelers proceeding from the 23 countries including Iran, the Government of Malaysia has decided to impose a temporary travel restriction on nationals of the Islamic Republic of Iran, into Malaysia effective 7 September 2020. 

The restriction is a temporary measure and will be reviewed regularly.

Singapore - Implementation of special travel arrangement with South Korea

On 2 September 2020, Singapore and the Republic of Korea (ROK) agreed to implement the Fast Lane for essential business and official travel between Singapore and the ROK.

The SafeTravel Pass is a mandatory document for in-bound travelers for essential business and official travel from the ROK to Singapore via the Singapore-ROK Fast Lane.

Malaysia - Recovery Movement Control Order (RMCO) March 18th, 2020 to December 31st, 2020

In an effort to curb the spread of COVID-19 pandemic, effective from 24 July 2020 to 31 December 2020. 

The Government of Malaysia has decided that any person entering Malaysia from abroad will be subjected to a compulsory quarantine at any of the Quarantine Stations designated by the Government of Malaysia, in line with the provisions of Section 15 (1) Prevention and Control of Infectious Diseases Act 1988 (Act 342).

Dubai - Dubai launches Global Retirement Programme that offers resident expatriates and foreigners aged 55 and above the opportunity to enjoy the emirate’s distinctive lifestyle.

Under the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, the Dubai Government announced the launch of Retire in Dubai, a global retirement programme that offers resident expatriates and foreigners aged 55 and above the opportunity to enjoy the emirate’s distinctive lifestyle.


The first such scheme in the region, Retire in Dubai is spearheaded by the Department of Tourism and Commerce Marketing (Dubai Tourism) in collaboration with the General Directorate of Residency and Foreigners Affairs (GDRFA-Dubai). 


The new initiative showcases Dubai as the world’s preferred retirement destination.

Singapore - Advisory for employers and employees travelling to and from COVID-19 affected areas

General precautions

Employers and employees should continue to be vigilant and adopt the following precautions where relevant:
  1. Employers should defer all work-related travel plans and regularly check the Ministry of Health (MOH) website for the latest update on the COVID-19 situation.
  2. Employers should remind employees of MOH’s travel advisory to defer all travel abroad and inform employees of the employers’ HR policies on the treatment of employees who travel abroad during this period, whether work-related or non-work related.
  3. Employers should also obtain a health and travel declaration from their employees, on whether they have travelled overseas recently, or if they have any upcoming overseas travel plans.
