Washington - Department of Homeland Security Adds Brazil to List of Countries for COVID-19 Travel Restrictions

Based on a recommendation by DHS and its intergovernmental partners, such as the Centers for Disease Control, President Trump signed a proclamation on May 24 and amended on May 25 suspending the entry into the U.S. of any foreign nationals who were present in Brazil during the 14-day period preceding their entry or attempted entry into the United States. 

This travel restriction applies to flights departing after 11:59 pm Eastern Daylight Time on May 26.

South Korea - Ministry of Justice (MOJ) to enforce Re-Entry Permit System and Submission of Diagnosis for Re-Entry of Registered Aliens

Ministry of Justice (MOJ) has stepped up the requirements for re-entry into Korea effective from June 1, 2020 by temporarily suspending the re-entry permit exemption and requiring all long-term stayers seeking re-entry into Korea to submit a written diagnosis, in an effort to curb travel from COVID-19 affected regions abroad and prevent inflow of the new disease from overseas.

Japan - Border enforcement measures to prevent the spread of novel coronavirus (COVID-19)(updated as of 25 May 2020)

For the time being, foreign nationals categorized below are denied permission to enter Japan as ones who fall under the Article 5, paragraph (1), item (xiv) of Immigration Control and Refugee Recognition Act, unless exceptional circumstances are found.
The following 11 countries have newly been added to (1) below based on the decision made by the National Security Council on May 25. Foreigners who have stayed in these countries within 14 days prior to the application for landing will be denied landing into Japan. The measure is effective from 00:00am (JST) on May 27.

Afghanistan, Argentina, Bangladesh, El Salvador, Ghana, Guinea, India, Kyrgyz, Pakistan, South Africa, Tajikistan

Regarding COVID-19 (novel coronavirus) which has spread throughout the world, based on Cabinet approval on January 31, 2020 and the announcement by the Covid-19 Measures Headquarters, and so on for the time being, the Ministry of Justice considers foreign nationals who fall under any of the following to be foreign nationals who fall under Article 5, paragraph (1), item (xiv) of the ImmigrationControl and Refugee Recognition Act (hereinafter referred to as the “Immigration Control Act”) and unless there are special exceptional circumstances, the foreign national will be subject to denial of landing (See note 1).

Foreign nationals transiting through Australia to another country don’t need to apply for an exemption to travel restrictions if they are booked on a connecting flight from the same airport and they are not going to leave the airport. 

If you plan to leave the airport before boarding your connecting flight, you will need to apply to the Commissioner of the ABF for a travel exemption.

UK - PM Boris Johnson’s opening statement from the press conference on coronavirus

Through the Government’s ongoing testing and monitoring programme that, as of today:
  • 1,921,770 tests for coronavirus have now been carried out in the UK, including 100,490 tests carried out yesterday;
  • 223,060 people have tested positive, that’s an increase of 3,877 cases since yesterday;
  • 11,401 people are currently in hospital with coronavirus, down from 11,768 the previous day.
  • And sadly, of those tested positive for coronavirus, across all settings, 32,065 have now died. That’s an increase of 210 fatalities since yesterday. This figure includes deaths in all settings not just in hospitals.

Singapore - Safe Management Measures required at the workplace after the circuit breaker period

India - ADVISORY: TRAVEL AND VISA RESTRICTIONS RELATED TO COVID-19

Vide MHA Order NoNO.40-3/2020-DM-I (A) Dated 5th May, 2020
A.     Standard Operating Protocol (SOP) for movement of Indian Nationals stranded outside the country

i.    Such persons will register themselves with the Indian Missions in the country where they are stranded, along with necessary details as prescribed by MEA.
ii.    They will travel to India by non scheduled commercial flights to be arranged by Ministry of Civil Aviation (MOCA); and, naval ships to be arranged by Department of Military Affairs (DMA). Only those crew and staff, who are tested COVID-19 negative, will be allowed to operate these flights/ ships.
iii.    Priority will be given to compelling cases in distress, including migrant workers/ labourers who have been laid off, short term visa holders faced with expiry of visas, persons with medical emergency/ pregnant women/ elderly, those required to return to India due to death of family member, and students.
iv.    The cost of travel, as specified by MoCA/ DMA will be borne by such travellers.
v.    Based on the registrations received, MEA will prepare flight/ ship wise database of all such travellers, including details such as name, age, gender, mobile phone number, place of residence, place of final destination; and information on RT-PCR test taken and its result. This data base will be shared by MEA with the respective State/ UT in advance.
vi.    MEA will display with at least two days notice, the schedule (day, place and time of arrival) of the incoming flight/ ship, on their online digital platform.
vii.    Before boarding, all travellers shall give an undertaking that they would undergo mandatory institutional quarantine for a minimum period of 14 days on arrival in India, at their own cost.
viii.    At the time of boarding the flight/ ship, thermal screening as per health protocol. Only asymptomatic travellers would be allowed to board the flight/ ship.
ix.    Passengers arriving through the land borders will also have to undergo the same protocol as above, and only those who are asymptomatic will be enabled to cross the border into India.
x.         Self-declaration form (with health and personal details) in duplicate will be filled in     advance by all passengers coming from any point of entry, i.e., land, sea or airports, and a copy of the same will be given to Health and Immigration officials present at the airport/ seaport/ landport.
xi.    While on board the flight/ ship, the health protocol of MoCA/ DMA will be strictly followed. This would include wearing of masks, environmental hygiene, respiratory hygiene, hand hygiene etc. to be observed by airline/ ship staff, crew and all passengers.
xii.    On arrival, thermal screening, as per health protocol, would be carried out in respect of all the passengers by the Health officials present at the airport/ seaport/ landport.
xiii.    All passengers shall be asked to download ArogyaSetu app on their mobile devices.
xiv.    The passengers found to be symptomatic during screening shall be immediately taken to medical facility as per health protocol.
xv.    The remaining passengers shall be taken to suitable institutional quarantine facilities, to be arranged by the respective State/ UT Governments. These facilities may be as far as possible, in the district headquarters, of the district to which the arriving passengers belongs.
xvi.    These passengers shall be kept under institutional quarantine for a minimum period of 14 days.
xvii.    If they test negative after 14 days, they will be allowed to go home and will undertake self-monitoring of their health for 14 more days as per protocol. The remaining persons will be shifted to the medical facility by the State/ UT Government.

Washington - Internal Revenue Service (IRS) retools Settlement Days program in response to COVID-19 pandemic

The Internal Revenue Service Office of Chief Counsel today announced the Settlement Days program will continue remotely enabling unrepresented taxpayers to work towards resolving their pending United States Tax Court case despite "stay-at-home" orders in many jurisdictions.  

The first two events are for docketed cases with place of trial in Detroit or Atlanta. Future events may be scheduled in other cities throughout the United States.
