Singapore - Ministry of Health (MOH) has advised travellers to defer non-essential travel to mainland China, Daegu city and Cheongdo county in the Republic of Korea.

In view of the evolving COVID-19 (Coronavirus Disease 2019) situation, the Ministry of Health (MOH) has advised travellers to defer all travel to Hubei province and to defer non-essential travel to mainland China, Daegu city and Cheongdo county in the Republic of Korea. 

MOH also reminds the public to continue to exercise caution when travelling to the rest of the Republic of Korea.

Singapore: Mandatory Stay-Home Notice for Work Pass Holders with Travel History to Mainland China

In line with the additional precautionary measures announced by the Ministry of Health, the Ministry of Manpower (MOM) will implement a mandatory 14-day stay-home notice (SHN) with effect from 18 February 2020, 23:59 hours. SHN applies to all work pass holders entering or returning to Singapore with travel history to mainland China (outside Hubei1) within the last 14 days. 

Work pass holders currently on a mandatory 14-day leave of absence (LOA) will continue to serve out their LOA under conditions set out earlier by MOH and MOM2

Any foreign travellers who leave or transit mainland China after 2 February 2020 New Zealand time will be refused entry to New Zealand.

The New Zealand Government is placing temporary entry restrictions into New Zealand on all foreign nationals travelling from, or transiting mainland China to assist with the containment of the novel coronavirus.

Singapore - (updated as of 12 Feb) Advisory for employers and employees travelling to and from Mainland China in response to increase in cases of Coronavirus Disease 2019 (COVID-19)

Actions to be taken by employers of foreign employees and mandatory declarations to MOM

If your foreign employees (work pass, in-principle approval (IPA), Dependant’s Pass or Long-Term Visit Pass holders) meet the criteria below, you must take the following actions: 

Type of foreign employeesWhat you need to do
Travelled to mainland China within the last 14 days before arriving in Singapore.
For employees arriving in Singapore from 8 February 2020, 2359 hrs:
  1. Request for MOM’s approval: Opens from 12:01pm today and closes at 12pm tomorrow.

    Requests received during this period are for arrivals within the next 7 days after tomorrow (e.g. for arrivals in Singapore from 14 Feb 2020 to 20 Feb 2020, you can submit the request from 12 Feb 2020, 12:01pm to 13 Feb 2020, 12pm).

    Applications submitted:
    • Before 12pm: Will receive the outcome on the same day.
    • After 12pm: Will receive the outcome the next day.
  2. Inform the affected employees that they will be on a 14-day LOA upon arrival in Singapore and get their written acknowledgement. Please keep this acknowledgement form and submit it to MOM when requested by the Controller of Work Passes.
Note: If your employees arrived in Singapore from 31 January 2020, 1800 hrs to 8 February 2020, 2358 hrs, you only need to complete step 2.
S Pass & Employment Pass holders who entered Singapore after 8 February 2020, 2359hrs without MOM’s approval.
When you receive our email regarding this matter, you need to submit a declaration that they had not been to mainland China within the last 14 days before entering Singapore.
If we do not receive the declaration within 24 hours of the email, we will revoke the pass and you will need to send your worker back.

    2. Declare to MOM that you have informed the affected foreign employees of the LOA requirement.
    Have passports issued in Hubei and are currently overseas.
    OR
    Travelled to Hubei within the last 14 days and are currently overseas, regardless of nationalities.
    1. Defer the affected employees’ entry/return to Singapore as far as possible until further notice from MOM.
    2. Inform MOM of your employees’ travel plans.
